The three-year deal starts in January 2014 and covers schemes above 拢1.5m in value.
The first project under the deal is the construction of a new library in Billingham, due to start on site in January.
The framework is also available for use by Middlesbrough, Hartlepool, Darlington and Redcar and Cleveland borough councils.
